US federal government agencies are increasingly the target of highly advanced cyber attacks, often from other nation-states. The infamous US Office of Personnel Management (OPM) breach for example – allegedly perpetrated by Chinese hackers – resulted in the theft of personally identifying information from an estimated 4 million federal workers.
So how can large agencies improve their cyber defenses, especially in this age of cyber warfare where attacks are largely inevitable?
